Electric Immersion Repair, Repair Seized Stop Cock and Advice Required on Constant Pipe Noises in Bridge Of Don

Job description:Electric Imersion heater is faulty, will not heat water although electric supply appears operational. Attempted the boost function to no avail. My main flat stop cock has seized, although there is an internal stop cock the main isolation at the front door has seized. I am experiencing problems with a loud sound of constantly running water, which can be bursts of 30-40minutes to a full day of noise. I do not believe this is within my property but require assistance to identify the problem and source.
