Problem with washing machine hot water feed pipe in Roundswell

Job description:As we are moving, my boyfriend tried to remove the washing machine but the plastic hot water feed pipe is glued to the shut off valve. We need a new shut off valve for the hot water feed to the washing machine. Problem number two, despite turning the water off at the mains tap out side the property water was still coming through the taps. The two shut off taps underneath the sink do not appear to be working
