C/Heating only works when motorised valve in the manually opened position in Ingthorpe

Job description:My gas fired central heating & hotwater system is faulty. I have a programmable timer with two switches (one for CH & one for HW). When only the hot water is switched on I get just hot water, but when I switch both the HW & CH to the on position I still only get hot water? In order to get CH on, I must go to the Honeywell 2-port motorised valve & manually switch it from Auto position to the manually open possition (using the sliding switch on the side of the valve unit).
