Radiators are not heating up sufficiently. in West End

Job description:We have various radiators in the house, however, some are set at 3 and are getting very hot, whereas others are set at 5 and are only getting luke warm. Not sure if it is the boiler or a problem with the thermostat?! Also, the water that comes out the hot tap is very very hot!! like....boiling water...so again i'm not sure if there is a problem with the thermostat or the emersion.
