Toilet cystern not refilling in Portobello Craigmillar

Job description:Lost water pressure in our block of flats last summer & ever since we've all had problems with our toilets making horrific noises when you flush it. In the last 3mths the noise has stopped but now the cystern wont fill on its own so has to manually be refilled with water if you wish to flush. Could be a snapped ballcock, Not sure. Limited funds however so looking for best deal. 1st floor flat. Only one toilet.
