Bathroom tap wont stop running, unless mains turned off in Victoria

Job description:wall mounted mixer tap been leaking a bit for a while. run bath foer children about 2 days ago, and hot water tap wont turn off. I have 5 children, yet im having to keep my water switched off at the mains, hense, i cant even use my washing machine or put the heating on. The most likely cause was down to wear and tare , i would of thought.
