Fix/remove leaking plastic pipe for outside tap in Little Billing

Job description:I have a section of plastic pipe outside my kitchen window where previous owner tried to fit an outside tap. Looks like they gave up because pipe has been sealed with a White plastic stopper & left. This is now leaking since the cold weather. Ideally I would like the pipe removed completely, it joins to the house water supply in the cupboard under the sink, but failing that to just stop the leak.
