Central heating problems. Radiator not heating correctly in Drayton

Job description:Rad in living room not heating correctly. Not very hot all over whilst rest of rads are fine, also cold at bottom, have bleed rad (clear water from top ) opened value at bottom (for draining system)of rad and clear water came out (i thought rad might have sludge etc) Thermostate in hall set to 30 to see if rad heats up, no effect but all other rads very hot. There is a Shut off valve in airing cupboard, not sure of its function? Airing cupboard contains pump and actuator! Hot water seems to be getting hot at same time as central heating although has seperate control?
