No water, frozen pipe/s? in Spixworth

Job description:I'm getting no water from cold or hot taps. The cold tap did work for a minute or so, but now that it's drained, there's no water getting in. Think I need some help thawing. I'm pretty clueless regarding DIY of any description, but the pipes inside don't appear to be frozen, so I'm guessing it's external.
