The toilet keeps on blocking- cystern flush has no power in Bridge

Job description:We flush nothing down the toilet that shouldn't go there- no nappies, no cleaning cloths, no newspaper, nothing. Only the two things that loos are meant for. And it won't flush properly, keeps on blocking. Its an old style loo- low flush but old style, close-coupled. It will not work and it's driving me mad. Please help.
