A leaking stop cock in a top floor flat - no easy access to outdoor stop cock in Abbey

Job description:The stop cock in my flat leaks when turned on. It even appears to leak a bit when it's turned off. The water seems to be leaking through the tap itself rather than at the joins to the pipes. Had a plumber around this morning but he couldn't fix it because he couldn't find where the outside stop cock was. I suspect it might be out in the road, because I looked down the what appears to be the stop cock cover in the pavement outside and there was no tap or pipe. There is another Thames Water pipe cover in the road, so I suspect it might be that. Thames Water said to suggest using a freeze and clamp device, but the plumber said that was no good because my internal stop cock is too close to the floor. However, it looks like the pipe could be accessed from the stairwell. Thames Water are not being particularly useful. They said if I wanted the water turned off this week, they'd have to send out an emergency visit but could only guarantee morning or afternoon, and that a plumber would have to be on standby for when they arrived. Obviously, I'd rather avoid this.
