Economy 7 Immersion not heating water in Cippenham Meadows

Job description:I have an Economy 7 heater that has two switches going to the top and bottom of the tank. I usually leave top one on all the time and have no problems. However now, although the light is still on at the switch the water is not being heated at all hence no hot water in my flat now.
