Repair to flat roof & Cladding the outside of a dormer in Church

Job description:I have had a roofer recently who carried out repair work on my roof and replaced a missing slate and flashing around the chimney. I asked the roofer to also take a look at our dormer as in high winds I can see a piece of felt has come loose and flaps about. The roofer very kindly took a picture of the damage. Job 1 - Basically the felt has lifted and just needs to be sealed back down as there is no damage to the felt itself. Unfortunately the roofer didnt deal with flat roofs so I still require this repairing and quickly before the bad weather sets in as the boards under the felt are visable when the felt is lifted. My budget of under £100 is based on this repair. Job 2 - Also I require a quote to have the outside of the dormer cladded with light oak UPVC. Thanks all, I look forward to hearing from you.
