There is water inside the wall .The back drainpipe is not attached to the gutter, guttering problem in St Peter's

Job description:ladder needed corner property. The electrics started tripping off in the property and I have since found out that it is the plug sockets on the back kitchen wall that is causing it. There is water inside the wall at the back of the kitchen where the boiler and fridge are plugged in and I think it is because of the snow/ice defrosting from the gutters and the back drainpipe is not attached to the gutter. I can see the water dripping down outside also.
