Water seems to be coming in under eaves in Redland

Job description:We have a 3 storey house where the roof comes down to the top of the 2nd floor. When it rains very hard water comes into the 2nd floor bedroom. I think the gutter fills up and it comes under the eaves (a theory). The gutter is not blocked - I can see it from the 3rd floor dormer. What would be good if it could initailly examined from a ladder?
