Leaking/overflowing roans in Coldside

Job description:Tenament building. Particularly during heavy rain , water runs out of gutter, down wall and into top of 1st floor flat window. Window is new so thats OK. It looks as if it is running down the wall into the a gap at the top of the window surround.
