Job description:remove a strip of tiles 1m wide from sofit to peak of roof. remove whatever 'wet' insulation is found replace insulation with bagged type of rockwool install waterproof membrane - this last joist gap at edge of building boundary with the neighbouring house at the party wall has never had a membrane! Replace roof tiles
