Outside walls have damp at bottom of walls, upstairs walls/roof have spots of damp in Egerton

Job description:The end-terraced house is early 1900's and when we bought it we were told it was damp proofed, but in the past 13 years damp has shown in the dining room and living room on the walls that are not joined to next door - 2 walls and under the window in the living room. It comes up the wall about 2 -3 feet. Also in 2 of the bedrooms upstairs there are spots of damp on the ceilings. We have had some tiles fixed on the roof and the outside wall painted with damp-proofing paint, but still have a problem
