Soundproofing flat from airborne noise coming up from neighbours below in Inverleith

Job description:I recently moved into a top floor 1930s flat in Edinburgh and have found we get substantial airborne noise coming up from the neighbours below. It's more than you'd expect in that we can hear their conversations, television and of course any music they play. They're not being noisy but the sound seems to be travelling up to us. This is, I assume, coming through the floor due to insufficient, outdated or perhaps just missing sound proofing under the floorboards. Perhaps due to workmen taking out the old insulation to do plumbing / gas work and not replacing it? I could be wrong but this is all I can assume. Would you be able to diagnose and quote for the work required to restore the flat's sound proofing? The issue seems to run across the entire floorspan of the flat but it's really affecting us most in two rooms: the living room (19'1'' x 14'5'') and the main bedroom (14'6'' x 10'8''). It's suspended timber flooring throughout.
