I have a damp problem in the lounge and also in the cellar in Sherwood

Job description:We have a damp problem that is located in the bay at the front of the house. The problem extends down to the cellar where there is also a problem. Even during dry periods we have excessive damp problems. The wall underr the window and at the sides are often damp to touch. There is a rain water down pipe which leads to a drain at the side of the house,this use to get blocked but that problem has been resolved so other than possible rising damp we are not sure of what is causing the problem.
