Loft Insulation possibly CWI in Elm Park

Job description:I don't think our loft insulation has ever been topped up or replaced since the house was built in the 1950's. We had to remove some of the insulation over the bathroom when we had spotlights fitted so now bathroom is freezing. Am concerned as to the fire risk of putting insulation over the wires for those spotlights. Have a 7 month old baby so very important to keep the house warm in the cold months. Would also be interested to know if CWI is possible too. 3 bed semi detached house.
