Sort out damp (if necessary) in Renfrew North

Job description:There is a mouldy residue on parts of my bedroom wall (wooden boards). I believe this once came from damp, but I am not sure (please see pics - corner of inside and outside wall). It should be relatively easy to clean with bleach, but I would like to sort the problem out for good if possible.
