Need an air vent hole in Brandwood

Job description:Gas engineer has come out to fix heating however can't do job intill regulation air vent is installed on outer wall. It has two holes in wall but engineer says its not big enough so need a small vent. House is a bryant low rise and is of a concrete construction.
