Double glazed window 10yrs old come off runner at top, needs repair in Queen's Park

Job description:One double glazed window unit in lounge appears to have come off its runners at the top of window, meaning that window won't close or open fully. At present it is open an inch or so and can be pulled to the frame but cannot be shut fully as the window is not fitting the frame due to ?slipping off runner. It was put in when flat was built 10yrs ago. My flat is on the second floor at the back of property, ladder will be required, possibly scaffolding depending on how it can be repaired or even if it needs to be replaced.
