Windows won't open, handle turns but window won't budge, think the locks are faulty & need replacing in East

Job description:We have 2 windows in the flat that won't open. We had 2 others fixed last year and he had to replace the locks but he didnt have enough locks to fix them all. You can press the button in and turn the handle up but the window's don't actually open out.
