Two double glazed windows for kitchen in Coombe Vale

Job description:two double glazed windows. to make window smaller than they are now .they measure 103cm by 67cm. this means the bottom part will need to be raised by 23cm. the windows maybe slightly wider as there is guite a thick wooden surround. can this be done. i am of course on a tight budget so can anyone help me.
