Window latch stuck on left side - unable to open in Plympton Chaddlewood

Job description:Unable to open the window. When you lift the handle, the right side unlocks but the left doesnt so the window wont open. The window is approx 116cm x 116cm and the window as a whole opens up with the hinges being at the top.
