Damp patch leading to skirting board rotting on inside wall of porch opposite to outside downpipe and drain

I purchsased an ex la semi detached house. The non-adjoined-side room used to be the kitchen and was turned into a dining roon with the kitchen relocated. i had a chap from a dutch damp firm say i had rising damp upto about shin height on some parts of the wall. Also bad mould in a cupboard housing the gas and electric meters.(next door to damp wall) The house was empty for 9 months prior to me buying it and it could be due to cold weather we have had. I was wandering if it was due to drains outside on the ground, i have had the drain lids up and water flows from the outside waste drain from the sink etc down into it. i would like somebody to come out and inspect the property and even if it is to rule out anything sinister that would be great. But i do need the cause of the rising damp identified.

I selected the loweste budget as I've not idea how much this could cost. Original : We (think) we have a french drain very close to the house which drains into a sump with a pump at the bottom. The pump then pumps the collected water into the river at the bottom of the garden. We think the french drain is clogged as water has started to seep into the house when the river water level is high and we haven't seen any significant amout of water being pumped to the river for some time.
Need someone to investigate and tell us if we have a french drain or not, and if its functioning properly if we have.

I have a soakaway in the back garden which serves the bath (with shower) and a sink. The water is not flowing away from the outside drain into the soakaway. I am assuming that the issue needs an inspection to acertain what the problem is and actual cost to fix will be. Very easy access to the garden (side gate and off-road parking)
