Updated : this is a shared commercial drive, we have had problems with the sewage drains which was due to the roots of fir trees stopping the flow, this could be the problem with the surface drain, but it could also be collapsed, i really dont know. Original : I think the drain that surface water soaks away is either blocked or collapsed.
