Budget I'm not sure

Job We have 3 plumbing jobs needing doing:- 1. The boiler in the rayburn is not engaging for central heating or hot water (it was working this morning). I think this is due to a faulty 2 way heating / hot water valve installed by another plumber some months ago. He originally installed it upside down and had to come back afterwards to fix it so I do not really rate his skills. There have certainly been "stuck valve" type noises coming from the water system for quite some time now, even when none of the central heating / hot water systems / shower or washing machine are on. Also the radiators are warm even if it is only the hot water that is switched on and not the central heating. Tonight however is the first time that the boiler has refused to engage, even after every last bubble of air has been bled from any known collection points in the system. I can therefore only presume from my limited plumbing knowledge that it is refusing to engage because the intake water pressure to it is too low. They are doing major work replacing some of the mains nearby right now so that may have something to do with it but as I say, there are other reasons to suspect the valve as being the problem. 2. The very ancient (salvage yard by previous owner) toilet cistern in upstairs toilet needs replacing as the internal flushing mechanism is broken and is beyond repair. It may be that an experienced plumber could fix it if they new where to get replacement parts for victorian toilets, or could replace the mechanism with some modern plastic fittings without having to replace the whole cistern. We remain to be advised what the best course of action is but are prepared to replace the cistern if necessary. 3. Need an outside tap installing with modern fittings so we can use a garden hose and pressure washer. There is nothing currently installed.
