Builders to pay for green energy schemes?

The government is looking at allowing
builders to fund community energy projects such as the installation of wind turbines as a way of meeting their obligation to have all new homes meet a zero carbon standard by 2016.
Housing minister Grant Shapps said such a move would give developers and councils "more freedom and flexibility" in deciding how to meet the target.
"This is about meeting tough environmental standards, but not dictating how every home should be built," the minister said.
He also announced that the government will look to revise the
Building Regulations to set new minimum
energy efficiency standards for materials such as loft and cavity wall insulation.
Furthermore, Mr. Shapps confirmed a £600,000 funding package to support the ongoing work of the Zero Carbon Hub, which was launched in 2008 to help
builders and developers coordinate the delivery of
residential property with no net emissions of CO2.
