Hertfordshire County Council faces a challenge as it attempts to make energy efficiency improvements and tackle climate change in the region.
The county is one of the most desirable places to live in the UK, according to the Quality of Life Report 2009 for Hertfordshire; however, the consumption of energy, water and resources is high.
Produced annually, the Quality of Life Report focuses on 17 different areas measuring changes and concerns of the county's sustainable development.
The latest report found that while Hertfordshire is one of the top four counties for high earnings in the UK, maintaining the high quality of life is detrimental to the county's resources.
Derrick Ashley, executive member for environment, planning and waste, said: "To continue to enjoy the quality of life being experienced in the county we need to carefully plan and protect the environment's future."
Hertfordshire County Council is working alongside St Albans District Council to tackle climate change.
Together they joined the Local Authority Carbon Management Programme in a bid to save energy and reduce CO2 emissions.
