The government needs to provide the country's
residential property developers with a definition of what constitutes a zero carbon home as a matter of urgency, according to one expert.
Labour housing minister John Healey introduced a target of having all UK houses built to zero carbon standards by 2016, despite failing to set parameters for how this could be achieved.
In his first speech after taking office following the general election, his successor, Conservative Grant Shapps, said the coalition would "nail" its definition down within weeks.
Neil Jefferson, chief executive of the state-backed Zero Carbon Hub, told the Financial Times that
builders need the matter to be resolved as quickly as possible.
"Zero energy is not zero carbon," he said.
"There is an urgent need to clarify the meaning of zero carbon."
According to government estimates, around 25 per cent of the UK's CO2 emissions come from
residential property.
