Is there a standard way of costing out for painting and decorating a room e.g per hour or by the square metre?

both the other responses are the norm, but if someone wants to pull the wool over his eyes becareful on a day rate could be delay ask for a contract price and also a daily rate and how it will take, get 3 quotes from rated tradesmen and you shouldbe okay.
