There is no power to a plug socket and when I was looking at it i switched off the power to it. When the live touched the earth it sparked. With no power, why?

when you have opened the wall socket can you see there is two sets of cable coming in, what I mean is two brown or red cable, two blue or black cable and three yellow/green out of which one yellow/green should be connected to the back metal box. Now, if this is right way, open another socket in the same line or a fuse switch (spur) and check the wiring, you will come to a point where one of the yellow/green cable is link to the live wire. Before I forget, check that all the metal back box have rubber grommet fitted in them, where the cable in brought in the box. If this has not solved your problem please do not hesitate to get an Electrician to check the circuit for you.
