No Sally you do not need to contact BT, all you need is an engineer who is BT authorised to work on there system (even though is comes into your house they still own the network much like the gas/ electricity suppliers) Some local alarm companies or data cabling companies are authorised to work on BT systems. The plumber/ heating engineer should not of answered your question as his answer lacks the technical expertise, clearly does not know the networks.
