Water damage from upstairs flat

I currently have water dripping into my house from above the front door. It may be a crack in the concrete, how do I find out if this is the issue or something else? Is it a builder I need or a plumber I need?

Hi Jan. I would say you need a builder to advise, then bear in mind it's something that you buildings insurance may cover. Robert.
