Yes. If a tradesperson expressed interest in providing a quote before you closed the job, you can still rate and contact them. Keep in mind that you can only rate one tradesperson per job. So, if multiple tradespeople quoted, but only one completed the work, it's advisable to rate the tradesperson who completed the job.
