We live in a 1930's ground floor maisonette. There is black mildew on 2 of our bedroom walls, the worst of which is where the wall meets the ceiling. There is often a lot of moisture on the surface of the walls which will leave a kitchen towel damp when wiped. It has caused the top layer of plaster to blister in places and the wallpaper to peal completely off. The moisture seems to be coming from the top of the wall rather than rising from the ground. Re-plastering of the effected walls is unavoidable.
