Washing Machine not draining and completing cycle

Hi, I have a Hoover washing machine which isn't draining and completing its cycle. The machine filter has been cleaned, so I'm not sure if it's a blockage in the waste pipe or a problem with the actual machine. Question is, which trade should I be asking for to sort it out? Hope someone can advise, Neil
