Hi Andrea Sorry but yes, you will need scaffolding on both sides if the complete roof is coming off. There are many health & safety regulations you have to consider when doing this, I would speak to your neighbour & explain the situation, they are also benefiting from the new roof. Scaffold will be needed on the front & back of the property. You are legally entitled to gain access to your neighbour's property to conduct repairs to your own.

If I'm not mistaken they have to let you by law to do remedial works, also I should imagine they should cover some of the costs also, it's their roof also.
You would need it both sides wouldn't be possible without it
