Hi you need planning and cause there are so many regs they will supply you with a list of all hope this helps

As it won't fall under permitted development firstly you will need to apply for full PP. Then it will need to conform to all the building regs, from the depth of the footings, DPC, insulation, soundproofing, roof works, electrical works.... Just like all new builds. Your architect or builder will be able to handle these for you. Alternatively you can find the building regs online to download.
