This is where an architect comes in. You need to tell him/her your requirements and he/she will tell you what your likely to get away with. generally speaking its unlikely that you will be allowed to raise the ridge line (roof height) unless other houses in the vicinity have, therefore a precedent may have been set. Most likely solution would be to have a dormer extension with your upper floor being in the roof space.
