I found a chap from rated people who agrees to do my extension but he wants a third of the total up front. He says only building notice needed. Worried.

Some builders ask for up front payments, others don't. If i was the customer i would be reluctant to part with that kind of money before any work has been carried out. As builders we have trade accounts so have at least 30 days before we pay for materials delivered to clients sites. Labour is also generally paid one or two weeks in arrears, Your chosen builder obviously comes recommended, but for your own peace of mind you might want to negotiate that percentage down a little.

30% deposit is about normal you can check about building notice by phoning local council and checking with them
