It is possible to remove dashing, clean the brickwork and re-point, however if the house was dashed/rendered when first built the brick work underneath maybe substandard brickwork, ie if the bricklayers knew it was going to be covered, less care would have been taken to make sure all beds and perps were even and tidy. Also the bricks used may not be facing brinks.
