Renovate incorporated Brick ex-outhouse into storeroom

Hi, I want to post a job of renovating an already incorporated brick outhouse into a storeroom (damp-dealing, plasterboarding, door frame, floor tiling)but not sure if should be posting to builder or decorator?

Firstly, assess it for damp and get that fixed by a dampproofer, most Likly it will need work doing, when that's finished , get a builder, ensure that the original walls have at least 80mm insulation or you will experience interstitial condensation behind the panels. Ensure proper ventilation or black spot mould will form in winter or run a radiator in there.
