Filling in the rest of a partly filled cellar

I have a cellar thats partly filled in. There are about 5 steps into the cellar then the rest is concrete, but its not level and there is a small space right at the back, where the stairs from my living room lead upstairs as its a terraced house. I want to fill the rest in so I can use it as storage. Q1, Could there be any wires to anything in there that I would be cementing in which could cause problems in the future? Q2. Could I measure the area and get a ready mix concrete supplier to calculate what I need or would it be better to get a local builder to do it for me? Any help would be appreciated as I cant use the space as it is and I can not afford to turn it into a proper basement. Thank you.
