Rain pouring in behind skirting and hearth completly damp

While redecorating I removed skirting boards and found rain to be pouring in through walls I could smell damp so lifted laminate to discover at opposite end of wall under laminate the old hearth is crumbling away with danp

You have two separate problems here, the chimney is leaking and you have a damp problem. I would not expect you to get to the solution for these problems without expert advice. This will require a visit from a damp specialist (CSRT surveyor) Without seeing the property ,I would say the chimney needs a vented cover or re pointing or both. The damp may well be ammonium sulphate contamination
