Rotten floorboards/joist

We discovered a leak from our main water inlet pipe in our kitchen, we had it fixed and called our insurers to fix the damage to our walls and floor. 3 years on in the area of the original leak and our kitchen floor is like a bouncy castle, in places it has dropped almost an inch under the skirting board. Our insurers didn't let the floor boards dry or replace any of the wood, they simply laid new hardboard and vinyl over the water damaged floor - could this has have caused the "rot" or is it likely to be another source of damage?

Wet rot will die as soon at sorce of water is stopped and no further decay will occur. It is extremely worrying that the decay has continued, this means one of two things, the water problem is not fixed or you have dryrot , dryrot is very destructive and will consume every piece of timber in the house if left untreated, I urge you to immediately inspect the sub floor cavity for a white fungus . Have you noticed any red 'dust' in the house? This is urgent.
