Internal damp and black mould

We have a cold spot in the house. In the dining room situated at the front of the house in the outside corner we were getting damp walls in the lower half. The council put on the walls a type of sponge paper to see if this helped; however nothing will stick to it. Given this is an old house would thermal plaster boards and re plastering resolve this problem, or do we need a structural survey. We did have a joy rider crash a car into the front of the house but no damage appears to have been caused Can you help Andy

This is a condensation problem and the only real way to solve that is to reduce the humidity within the property . Boarding will help if it is 80mm insulation but the problem will just appear in other areas in the long run. Google HRV150 12hour , good fan ! This will fix it !
